Message factory wastegate spring pressure is around 6 psi. I think what Chip meant by saying you'll need HKS actuators beyond 18/19 psi, is that the 6 psi spring pressure will not be enough to hold the wastegates shut beyond 18/19 psi, no matter what your boost controller is set to. This is because the exhaust back pressure in the turbine housing will overpower the wastegate spring, causing the wastegate to blow open.

If I recall correctly, HKS actuators are adjustable, so you adjust them to open later than the factory units, giving higher native boost pressures, and therefore higher max pressure.

Seb recently ran into a similar problem on his Sport 700 dyno. He couldn't get any higher than 24 psi because the exhaust back pressure was overpowering the wastegate spring
